Extended Producer Responsibility (EPR): What Is It?

EPR is a new framework building on existing waste laws that sets new obligations for the producers of certain goods, including the pass through of collection and recycling costs. Also, new types of products will be brought into the EPR framework. There are already waste frameworks that cover packaging, batteries, waste electronics.

Changes to EPR in 2023

The new EPR Framework will include and build on this existing waste framework, and through regulations, which are due to be phased in from 2023, will create a more stringent compliance regime for producers of these items and an increased range of goods.

The key change to the legislation is who is responsible for the full costs associated with the product for its entire lifecycle. These costs are currently incurred by government and local councils through waste and recycling facilities. These costs will be passed back to the producer of products – which could result in rising costs.
